Dear Members and Friends...

This month’s edition of ICHCA Insights brings together a wide range of safety issues and opportunities that matter to everyone across the cargo handling and supply chain community. From the launch of this year’s Innovation in Safety Awards, which celebrate practical solutions and bold thinking, to new insights on fumigation risks, manual handling of steel plates, and the importance of safe access at work, the focus remains firmly on reducing risk and protecting lives in the workplace.

We are also excited to share news of the upcoming ICHCA Academy e-learning course on the IMDG Code, designed to help members and industry colleagues understand the functioning of dangerous goods regulations, and to highlight our latest exclusive member resources — including a new safety video on misdeclared cargo and a practical infographic on lithium-ion battery risks.

As ever, our work at the International Maritime Organization ensures that the cargo handling sector has a strong and informed voice where global rules are shaped. By working together, learning from shared experiences, and championing innovation, we can continue to build safer, more resilient supply chains.

Let’s keep raising standards, together.

2. Fumigation Risks On Board Vessels

Paper CCC 11/5/6 ‘Fumigation-related casualties’ was submitted to the IMO this month as a joint document between several competent authorities and IMO recognised non-governmental organisations. It lists 31 incidents, 25 of which involved workplace fatalities.

The report notes that “At least 46 seafarers and shore workers have lost their lives after being exposed to hazards associated with the fumigation of cargo holds” since the Recommendations on the safe use of pesticides in ships applicable to the fumigation of cargo holds (MSC.1/Circ.1264) was drafted in 2008.

The predominant cause of death in the data is exposure to fumigant. There were also a smaller number of fatalities associated with fumigation related fire or explosion.

3. ICHCA Member G2 Ocean, latest Safety Bulletin - Going to work

This edition is about going to work, and how safety matters even before you get to site where you will do your job.

Image Above - Case 1: The stevedore above is climbing a ladder at a height of about 13 m: without a safety harness. This ladder is a dead end. It would only come into use if other access points were blocked by cargo. When asked the stevedore said he made a mistake, choosing the wrong route when entering the cargo hold.

4. Safety Alert: Incidents Involving the Storage and Handling of Steel Plates (not as cargo)

The Republic of the Marshall Islands, Maritime Administrator has renewed Marine Safety Advisory No. 06-24. Which considers the findings of 11 investigations of incidents where steel plates were being manually handled and fell on seafarers. These incidents have resulted in fatalities and serious life threatening injuries.

Although focused on shipboard incidents, there are also potentially transferable lessons to other workplace environments where larger, heavy items may be used for work purposes. Potentially contributing factors such as procedures designed for manual handling rather than lifting equipment, tasks seen as ‘routine’ with no pre-task assessment required and storage solutions that may not be well designed for the role are identified in the Advisory.

Managing Lithium-Ion Battery Risks in EV Transport Safety

In this article on Dangerous Goods we address the information available on Lithium-ion battery fire safety. International and national regulators, insurers, industry bodies and other stakeholders have been developing content around this risk for several years. At ICHCA we have built an infographic showing sources of information on this topic. It is designed to be a single page ‘at a glance’ resource, a living document that will continue to develop as new content becomes available.
